Ministry of Megapolis and Western Development Strategic Cities Development Programme (WB, AFD & ADB Assisted Urban Development Programme) SCDP VACANCIES Strategic Cities Development Programme is an urban development initiative set up under the Ministry of Megapolis and Western Development with the objective of improving the urban infrastructure, services, mobility, traffic & transport facilities, upgrading of public urban spaces and institutional capacity development of the stakeholders in the selected cities enabling them to effectively manage assets developed through the investment of the programme. The programme aims to bring about transformations in the city regions through strategic investments by leveraging on the city/city region's particular cultural and economic assets. The Programme is supported by the World Bank and French Development Agency (AFD) and it is currently operational in Kandy, Galle and Jaffna under the World Bank credit facilities and Anuradhapura Integrated Urban Development Project is supported by the AFD. The Government of Sri Lanka has recently negotiated with the Asian Development Bank for a Technical Assistance (TA) Loan (USD 5 million) for Project Preparatory Facility for Sustainable Urban Development Project (SUDP). Kurunegala, Dambulla, Trincomalee and Ratnapura cities have been selected for SUDP. Detailed Studies of the Project have been designed with sector specific approach i.e. Mobility, Urban Upgrading and Environmental Preservation in order to select the most appropriate urban development initiatives in each city. Integration of all three (03) sectors is vital in identifying the key investment packages for SUDP to be implemented under the ADB loan (around USD 200 million) which is due as the second part of the loan negotiation. SUDP has created challenging opportunities for the energetic professionals who have the outstanding capability, interest and commitment to work in a diverse project environment in order to achieve the economic, social and environmental prospects of the country by implementing sustainable urban development projects. Applications are hereby invited from suitably qualified, experienced, dynamic and committed candidates for the posts of Senior Engineer and Project Secretary to work at the SUDP. Qualifications and experience applicable to each position are as follows, S/N 1 Position Qualifications Level PS 3, as per Management Services Circular No. 01/2019 01 Senior Engineer (4 positions) (Kurunegala/Dambulla/ Ratnapuraf Ilincomalee) © TIIE ASSOCLITED N T (1, 2 or 3 below) (1) A Bachelor's Degree in the field of Engineering (Civil) which is recognized by the UGC or a qualification recognized by the UGC as an equivalent qualification to the Degree in the relevant field or Associate Membership/similar professional qualification obtained from a recognized professional institute in the relevant field with at least 14 years post qualifying experience in Managerial Level (2) A Bachelor's Degree in the field of Engineering (Civil) which is WOWS Of (liel.M. illit Aliiillikitigh IrkShiaikt by the UGC as an equivalent qualification to the Degree in the relevant field or Associate Membership/similar professional qualification obtained from a recognized professional institute in the relevant field and a Postgraduate Degree in the relevant field,Corporate/ Chartered membership of a recognized Professional Institution in the relevant field with at least 10 years post qualifying experience in Managerial Level (3) Class 1 officer of the government all island services or similar status in the relevant field with at least 5 years of experience in the class I post Level PS 6 (category A), as per Management Services Circular No. 01/2019 02 Project Secretary (PMU-Colombo) (1 or 2 below) (1)Having passed the GCE (0/L) examination in 6 subjects with three (3) credit passes including English and Sinhala/Tamil language with a Secretarial Course from a recognized institution or pursuing examination leading to Chartered Secretary with a minimum six (6) years' experience in the relevant field (2)A Chartered Secretary with at least 05 years of experience in the relevant field Salary scale and general conditions : Salaries are based on the Management Services Circular No. 01/2016 of 24.03.2016 and other relevant Management Services Circulars. Applicants should be citizens of Sri Lanka and should not be more than 64 years of age.
