COMPETITIVE EXAMINATION FOR THE RECRUITMENT OF GRADUATE TEACHERS
TO FILL VACANCIES UNDER MINISTRY OF EDUCATION (WESTERN PROVINCE) - 2014

Applications will be received from graduates permanently residing in the Western Province and having the undermentioned qualifications to fill the teacher vacancies under the Western Provincial Ministry of Education.

1. Qualifications - The prospective candidate should:
I.          be a Sri Lankan citizen,

II.       possess good character and should be physically and mentally fit,

III.    should be not below 18 years and not above 45 years as at 15.09.2014. (The age should not be passed 45 years on a future date of recruitment done on the availability of vacancies and on skills shown at this examination). Applicants presently holding a permanent pensionable post in the Public / Provincial Public Service is not affected by the upper age limit.

IV.    have obtained a Degree from a University recognized by the University Grants Commission / a Degree from an institute recognized by the University Grants Commission. (The validity date of the certificate should be on or before 15.09.2014).
·         Should have passed GCE (0/L) Examination in 06 subjects in not more than two sittings including mother tongue and Maths with 03 Credit passes. (Should have passed with a minimum of 05 subjects in one sitting)
·         Passed in 03 subjects at GCE (A/L) Examination in one sitting.

V. should be residing in the Western Province for 03 years immediately prior to 15.09.2014.

2. Method of Recruitment:
Suitable persons will be recruited on the results of a competitive written examination conducted by the Commissioner General of Examinations, on order of merit and after conducting of an interview by the Western Provincial Public Service Commission. Recruitments will be done as an when vacancies occur in the Graduate Teacher positions.
"The Commissioner General of Examination will intimate the results of the Examination to the candidates either by mail or the website: www.results.exams.gov.lk".

This examination will be held only in Colombo, Gampaha and Kalutara.

3. Medium and method of the Examination
This examination will only be conducted in Sinhala, Tamil and English mediums.
3.1 Applicants expecting Sinhala medium Teacher posts should appear in the Sinhala medium,

3.2 Applicants expecting Tamil medium Teacher posts should appear in the Tamil medium,

3.3 Applicants expecting English medium Teacher posts should appear in the English medium (followed the Degree in the English medium is compulsory) for the examination.

3.4 Applicants expecting Second language Teacher posts (Sinhala / Tamil) can appear in their mother tongue for the Examination.

3.5 Syllabus:
Both question papers of this Examination, as stated below, will consist of questions expecting multiple choice and 

short answers. At the competitive examination, a minimum of 40% marks should be obtained per each subject.
1.      Aptitude Teat - Time 01 hour (100 Marks)
(This is prepared to test reasoning and mathematical abilities of the applicant).
The papers will consist of 50 multiple choice and short answers type questions and all questions have to be answered.
2.      General Knowledge - Time 01 hour (100 Marks)
The paper consists of questions prepared to test the applicants' knowledge in information that is important 

to local as well as overseas in the fields of economic, political, educational, cultural, social, scientific and 
sports. (Consists of 50 multiple choice and short answers type questions). All questions have to be answered.


4. Service Conditions:
4.1 Selected applicants will be appointed to Grade 3.1 in the Sri Lanka Teacher Service of the Western Provincial Public Service, subject to the general conditions administering appointments to the Western Provincial Public Service, conditions imposed by the Sri links Teacher Service Minute, and any amendments already made to it or that may be effected in future. The monthly Salary Scale relevant to the post is (as per the Public Administration Circular No. 06/2006 (iv) - TS 2 - 2006 - A)( Rs. 14,135 - 180x9 - 240x6 - 330x5 - 400x7 - 645x13
·    Its. 30,030/. will be placed on the 08th Step of this salary scale i.e. • Rs. 15,395/. per month. 

4.2 The appointment is permanent and pensionable.

4.3 Promotions will be effected as per the Sri Lanka Teacher Service Minute.

5. Method of Application

5.1 The application should be in accordance with the specimen appended herein and should be filled by the applicant himself using both sides of A4 size paper. Applicants must specially note that when the application is prepared, should include titles 1.0 to 3.4 in the 01st Page, 4.0 to 7.0 in the 02nd page. Should state the Examination Title in Sinhala applications in English in addition to in Sinhala and in Tamil applications in English in addition to in Tamil. Applications not prepared in accordance with the specimen application and incomplete applications will be rejected without any intimation (Keeping a photocopy of the application may be useful for any future reference). Receipt of applications will not be acknowledged.

5.2 Examination fee will be Rs. 400/-. This fee should be paid to any Divisional Secretariat situated within the Western Province and the receipt thus received affixed firmly to the application. The fee should be credited to the Revenue Title No. 20.03.02.99 of the Western Province. The fees paid will not be refunded for any reason. (Keeping a photocopy of the receipt may be useful for any future reference)

5.3 Application should be filled in the language which the applicant hopes to sit the examination.

5.4 The code number relevant to the Teacher category should be clearly indicated. Any appeals made with regard to this will not be considered and an applicant can submit only one application.

5.5 The applicants signature in the application should be certified by either a Principal of a Government School, Justice of the Peace, Commissioner for Oaths, Lawyer, Notary Public, Commissioned Officer of the three armed forces, Gazetted Officer of the Police Service, officer holding a permanent position in the Public, Provincial Public Service or Statutory Board drawing a basic annual salary of Rs. 240,360/-

5.6 Accurately completed applications should be sent by registered post addressed to Commissioner General of Examination; Organization and Foreign Examinations Branch, Examinations Department, Sri Lanka, P.O. Box 1503, Colombo, to be received on or before 15.09.2014. The cover containing the application should compulsorily be marked "Competitive examination for the recruitment of Graduate Teachers for the vacancies at schools under the Western Provincial Ministry of Education" at the left-side top corner.

5.7 No complaints will be entertained with regard to applications lost or delayed in mail.

06. Entry to the Examinations:
6.1 Immediately after issuing of Admission Cards to relevant candidates, a newspaper notice will be published by the Department of Examinations, Sri Lanka. Those not in receipt of the Admission Cards 02 or 03 days after the issuance, should inform the Department of Examinations, Sri Lanka as stated in this notice. In such instances, applicant should contact the Department of Examination; Sri Lanka mentioning the copy of the application, copy of the receipt for the payment of the examination fee and the registered post receipt of the application along with the title of the examination, full name of the applicant, National Identity Card Number, and address. Outstation applicants can obtain a fax copy of the Admission Card on forwarding of his/her fax number and a request letter stating the above details. Contacting on the fax number stated in the Notice may be more useful.

6.2 Candidates who have submitted applications will be issued with the Admission Cards. Candidates who sit for the Examination should submit the Admission Card to the Chief Invigilator at the Examination Center. Candidates who fail to submit the Admission Cards will not be allowed to sit for the Examination.

6.3 Applicants should sit the examination at the stipulated examination center. All applicants should hand over the Admission Cards with the signature certified, to the Chief Invigilator on the very first day. The candidates will be subject to rules of the examination. Candidates who contravene such laws will have to face any penalty that will be imposed.

6.4 According to this notice, all candidates will be allowed to sit the Examination on the presumption that they have fulfilled all the required qualifications.

7. Issuance of an Admission Card should not be treated as that he/she has qualified to sit the examination.

8. Identification of Candidates:

The candidate should prove his / her identity at the Examination Center to the entire satisfaction of the Chief Invigilator, with regard to every subject he/she sits. Only the undermentioned documents will be accepted for the purpose.
I. National Identity Card issued by the Department of Registration of Persons
II. Valid Passport

9. Penalties for providing false information

9.1 If the qualifications stated of a candidate are found to be false, his candidature may be cancelled before the examination, during the examination or any time after the conducting of the examination.

9.2 The applicant's candidature may be cancelled if he/she is found to be not possessing the required qualifications in accordance with the notice on calling for the interview.

10. The Western Provincial Public Service Commission reserves the final right to the decision with regard to any matter covered or not covered by this notice, or filling of the vacancies in part or in entirety or not filling them at all.
